Design
A vehicle designed for specialized lifting, earth-moving or digging will require special tools to do so. 

Lifting tools will have a maximum load of 1 tonne per TL per tonne of equipment, with a power requirement of 0.001 MW per tonne of capacity.

Earth-moving tools will move TL × 10 cubic meters of earth per hour per tonne of equipment with a power requirement of 0.001 MW per cubic meter of earth moved per hour.

Digging tools can dig up to TL/2 meters down (round up) and excavate TL cubic meters of earth per hour per tonne of equipment, with a power requirement of 0.001 MW per cubic meter of earth excavated per hour.

All construction equipment costs §5000 per tonne.

Volume of construction equipment is based upon TL.  Multiply the mass of the equipment, in tonnes, by the multiplier on the table below:

Space 1889 Mole Drills
Space 1889 mole drills are considered digging tools.  The basic game allows the creation of mole drills of reliability one or two. This translates into vehicles capable of 16 or 32 kilometers of underground movement per day.  However, this rate requires the moving of 20,000 to 40,000 cubic meters of earth per hour.  At TL 4 this would require a mass of 5,000 to 10,000 tonnes, and a volume of 20,000 to 40,000 kiloliters.

While it may not be nearly as satisfying, a speed of one-tenth that given in the game is possible, though the vehicle on which the drill will be mounted would, by necessity, be monstrously huge.
