The four basic NPC
levels supplied in the original House Rules games (TNE, T2K, DC,
etc.) did not provide enough granularity for detailed
campaigns. This was especially true of the lowest level,
Novice, which included both innocent bystanders and people
supposedly familiar with combat, such as soldiers.
To rectify these
difficulties, I've broken down the Novice level into two new levels:
Green and Trained. Additionally, I've included five levels
above Elite (Select, Legendary, Heroic, Super Heroic, and Godlike),
to give players something to worry over. The information for
these new levels has been added to the table, below:
Morale:
Warlike/Peaceful
Green: These are the vast
majority of folks. They have no formal training in any of the combat
arts, and are quite likely to be more of a hindrance than a help in
combat.
Trained: These folks have undergone
basic military or paramilitary instruction. Police officers and a
goodly portion of soldiers will fall into this category.
Experienced: These folks have "seen the elephant."
They have either been shot at in anger, or have undergone realistic
training to prepare them for being shot at in anger. Most first-rate
soldiers will fall into this category.
Veteran:
These folks have seen lots of elephants. They have either been under
fire numerous times or have undergone very intense training.
Commandos, SWAT teams, et al, could be considered veteran troops.
Elite: These folks are the best of the best.
Simple training does not make an elite trooper — the forge of combat
does.
Select: These are the guys they make
movies about (think Schwarzenegger or Stallone). They are literally
one-man armies. Much like their elite brethren, select troops are
not trained to this level, they survive to it.
Legendary,
Heroic, Super Heroic and Godlike: These
fellows are straight out of mythology. Most players would do
well to steer clear of any characters with these traits.
