Recruiting skill allows a character to attract
qualified applicants for various enterprises for which the character
may be hiring, including mercenary units and starship crews.
This skill also allows the character to estimate
the skill level of potential recruits. This requires a 30-minute
interview and is a Difficult test of Recruiting and the skill being
estimated (thus characters with Recruiting cannot attempt to
estimate a skill level in another if they do not themselves possess
the skill at at least 0 level).
